I would prohibit traffic movement / lock barrier between 22:00 and 07:00.

In order to slow some of the muppets down make the partner get out and walk by the side of the vehicle while on site, they might just understand what 5mph means.

Make it a rule that everyone had to enjoy themselves and not worry what other people are doing
