On club sites dogs are required to be tethered at all times when outside of the MH/cvan so I can't see that a 'pen' would be any advantage.
Having had dogs on sites for over 40 years, we never found the need to have anything other than an anchored lead. Our dogs never went outside unaccompanied - how can you be aware of any 'accidents' if you’re not watching them?

The warden quickly told them that creating such enclosures was "verboten" It had to be removed and as they objected they were told to leave the site. I have no idea what the present "ruling" is but I suspect it they will not be allowed.

I've seen a dog enclosure used at Black Knowl, no objections. It was like a windbreak but was more rigid with horizontal poles top and bottom, it had non see through fabric sides so the dogs couldn't see every passer by. Probably took up quite a bit of room when packed away but it was a successful set up. The problem is fitting everything onto a pitch, easier to set up on grass pitches, a lot of secure hammer work needed. You've also got to make sure the dogs can't push their way out, under the edges or under the van....our terrier would make a good tester!
Can't find details but they are out there, maybe look at specialist dog show sites etc.?
