That may have been the ethos a long time ago, but many are now looking to make a campsite a viable business, and starting off as a CL is a chosen route down the planning pathway. A toe in the water so to speak. I think visitors make their own minds up whether or not a location is what they want, and will either pay up if things suit, or look at alternatives if it doesn't. Research and flexibility are key nowadays to keeping nightly costs down, there are some lovely value for money sites out there.

The most expensive CL we have stayed on cost £25/ night, full facilities, very peaceful and stunning views, it's where we wanted to be so no problem. By contrast there is a site we've stayed on, down south. Gas EHU and facilities, £10/night again where we want to be.
