If your complaint is about your dealings with Devitt, they will address it with you directly as the regulated broker of the policy.
If your complaint is in relation to a claim, Devitt will pass your complaint on to your specific insurer and, as the regulated entity responsible for claim complaints, the insurer will get in touch with you to manage your complaint directly.
