Should it? Maybe the club knows better. Did you ask the wardens about it?

From my experience whilst on site the majority of members prefer arriving at 12.00 so that they can have their dinner before venturing out to the shops and many attractions that York can offer. The 11.15 departure time is not a problem to most people as can be witnessed by the number of departures before 10.30. The biggest problem with the current arrival time is the number of selfish members who turn up well before 12.00. The problem would be compounded even further if the arrival time was changed to 1.00pm.
