There is a reason for the 12 noon leaving and 1pm arriving especially on sites with restricted access and this is certainly one of those sites and you knew that but just decided to turn up early anyway. It has nothing to do with whether the site was empty or otherwise. If wardens at every camp allowed you entry at 12 noon then members like would turn up at before 1pm to try and get the best pitches or you haven't been bothered to plan your journey to arrive at 1pm. If you think the wardens gave you a frosty welcome thats nothing like I would have done if I met your motorhome coming towards me at 12noon when I was leaving with my caravan I certainly wouldnt have been reversing on one of the most challenging arriving at sites that I can remember
