Just out of interest why are you using Bluetooth to connect the two? Are you not able to set the phone as a portable WiFi hotspot? Or do you use Bluetooth to overcome the tethering restrictions?
I am with Virgin and just discovered they are are still doing their Travel Passes for EU countries and a 250MB one costs £5 (down from £20 last year) and lasts 30 days. Its often enough to do a bit of intrent banking and a bit of forum surfing for a few days if there is no WiFi available. You can also get 50MB for £1.50 which should be enough to keep the Smart phone going for a while in normal mode.

Based on my previous experience of using the Virgin Travel Passes it seems a reasonably uncomplicated way for me on the relatively rare ocassions there is no site WiFi. If you use a lot of Aires then I can see the benefit of needing a greater data allowance. In a couple of weeks time we are off on a two month trip and its the first time in three years we have been away for so long so it will be interesting to see how we manage internet wise.

It used to be easy in France - the Joe network (basically resellers) had very good PAYG data offers and accepted UK bank accounts. Unfortunately, last year they were bought out by Virgin France, who only accept French accounts.
Last year we found the best data only PAYG in France was La Carte by SFR - but you did need to go into one of their shops (and queue for ages!) to pay by UK cards. I think they're still €10/1 Gb/10 days or €35/4 Gb/28 days.
This year though we're travelling through France and Spain to get to Portugal, and have got a 3 payg sim (12 months validity) hoping to use their Feel At Home cover in France and Spain.

The best I have found so far is Three (3) with their 12gb SIM valid for 12 months, or their 3gb offer valid for 3 months; about £27 and £11 respectively. In either case you can use their "feel at home" offering for 2 months in many EU countries but not Germany which is really annoying. I think the 3 month card will cover our next visit to France.
just checked the 3 website and the 3gb offer valid for 3 months is showing at £16. Am I missing something here?
