3 sims can be used as at home in many countries, otherwise there are (were?) a few international SIMs where you didn't pay to receive calls.
Roaming charges are coming down.
The other option is to tell people not to ring you, only answer calls you want to receive!
Who are you with at the moment?

I used to divert my phone to voice mail when charges for receiving calls were high. Family members new this and were told to text me to call in case of urgency. I agree "3" gives the best deal and with no or very low charges there is no need to do this unless you get a lot of nuisance calls.

Might be worth giving a bit more detail on the sort of use. Is it just calls and texts or are you also thinking about data? If its just the odd call and a few texts just use the phone as normal (assuming you have set up call roaming with yout network) The cost for voice and texts in Europe is uniform and if your demands on voice and texts is quite modest then its likely cheaper just to pay for normal roaming cost. Its data where costs can accumulate quite quickly and that is where it would be more worthwhile to seek out something like the Three Network sims. When mobile phones were just that rather than mini computers everything was relatively easy!!!!
