Breakaway cable

I have a Brink detachable towbar which does not have a point whereby the breakaway cable can be directly attached. My only option seems to be to loop it around the towbar.  I would be grateful for any advice as there seems to be many conflicting views on this and especially as regards the legal requirements for a fixed connection point.

Many thanks Tinwheeler for the link which does make interesting reading.  I've had a closer look at the Brink towing bracket and there are oval shaped holes either side of where the tow ball connects so I assume that these holes are for the breakaway cable connection.
