On board water tank

When emptying the onboard tank there is still water that remains that does not drain away, around an inch. This means when it is filled at each use the fresh water is  mixing with water that has been lying in the tank, this surely is not good... I am just not sure how to get what remains out? My only thought is buying a small water suction machine. What do others do...help please appreciated
