Moderators Closing Posts

Just wondering when a moderator decides to close a post what criteria do they use.

Just today a post re site night vouchers has been closed (rightly in my opinion) because there is a similar post running in another section.

So why is it we have a permanent post for dog articles and another post that mentioned dogs as an aside which has gone wild. Once it got to that stage should it not have been closed too.
