Moderation, How Far

Recently a topic was literally bought to a close by what many people considered as inappropriate moderation. What are the rules the moderators have to follow, are there any? if not are there any guidelines.? Does the club feel that the moderation in that case was appropriate as it was moderated on a transgression that by the Champions own admission  it was not against the CT T&C. I am surprised that there has been no comment or apology from Ro or the Champion considering the disquiet it has caused.
