tell the warden

I'm reading through some of the threads and very often the reply is ' you should have told the warden'. As we are adults, when do you think it is right and proper to involve the warden ?

I have once told the warden. We were on our way out of the site with our dogs when a car& 'van were coming along so we stepped back on the grass to wait for them to pass before carrying on. At this moment one of the dogs pooped on the grass which my hubby picked up immediately. The woman passenger was out of the car in a flash and called me all the disgusting names she could think of plus a lot more. I did  answer back which didn't calm the situation so I thought it best to inform the warden, he asked if it was picked up, yes, I said,  to which he said fine.. We saw him the next day and he said that the couple had told him to patrol the site among other things and they were not happy with his reply.
