Solar panel...Wind deflector

Driving down the M20 earlier l noticed a caravan being towed that had 2/3 solar panels attached just above the front window. Judging by the angle they were set at I got the impression they were doubling as a wind deflector . Have never seen S/Ps  set there before , can't do the weight ratio on the hitch a lot good . Not that it really matters but it was a UK reg  towcar .
