do you suspect that something within the lock barrel has failed or maybe lack of lubrication? .... can't say that I've ever lub'd the (similar looking) lock on my Alko hitch lock

Like you I have never done anything at it. I have tried copious amounts of WD40 since but without success. I think it must be a failure withing the barrel .

I dont think its a srew but more like a rivet or roll pin but I cant see how it would be removed

Very very carefully with a drill I would suspect🤔  .... things are assembled these days with no consideration for future dis-assembly 😣

If it was a little bigger ... 5/32"ish .. I'd be tempted to drill & tap a hole & jury rig a slide hammer to remove it. All assuming a replacement barrel could be obtained.
