Flat Cat.

While walking the dog we passed a flat cat which had obviously come off second best in an argument with a motor vehicle. I looked to see if the cat had a callar so that I could have phoned the owner, or at least post the cat through their letterbox but there was none. On reflection it appears that Cats and Rats are considered, by law as the same. Would it not be better for cats to have the same rights and restrictions as those imposed on dogs. That way any road accident involving cats would have to be notified to the police and the owner would be notified.
