Confused about dog rules

Im just as bit confused as to something that happened a year ago .My wife and i visited incleboro fields in Norfolk last summer and we took our staffie "sally".It was a hot day and we decided to walk to the top of the site where you have access to a place you can view the sea.Halfway up the hill my 10 year old saffie started to struggle with the heat and i realised we hadnt brought any water.I needed to cool her down and decided to just walk her under a running tap so i took her to a water point and just walked her under the running tap .Job done we werent going far so it was just enough to cool her down.Now i know im going to be lamblasted for this as i really should have gone and fetched a container of water filled it up ,and took the dog onto the grass and poured it onto her.At that point one of the wardens jumped off his mower and came over to tell me i was in the wrong.I accept the fact i was wrong and i was sutably embarrased and dissapointed in myself that i hadnt thought before i did it and the fact i never tried to hide the  what i was doing i feel suggests i wasnt thinking  .I do find as a dog owner you forget that your dog is a animal and not a human being.The warden was rude and sarcastic and said "its not a dog wash".I did apologise and tried to explain my dog was hot and he sarcastically said "well i get hot "I was dying to say "well if you walk under the tap i can do the same for you"but i thought he would throw me off the site.My confusion comes from another site i have just been to.After a nice walk i walk past a water point to see a chap actually washing 3 very muddy dogs from the tap and the wardens were all around him so is it differant from site to site.I wasnt even washing my dog and i was made to feel as if i had poisoned the whole site!! I do think that a good idea would be to have dog washes on club sites given most of the members are dog owners.
