Outside my shop the electricity board have dug up the pavement to do some repairs and there is a large hole ,why is it that everyone that walks past has to stop and look down the hole? ,what do they expect to see

No, all filled in now ,can't tell where it was, hang on one of my bones are missing ,come back

So on the whole the whole hole has now been wholly filled, unless it is half filled then the half hole becomes the whole hole.

I think that if it is half refilled then it's would be half full, but if they were still digging it out it would be half empty.
