Pollution charge in cities

i noticed in todays paper that eighteen cities in england are going to charge £10 pound pollution fines, for diesel engine's that are not sixth generation diesel engines, that enter cities to appease the european parliment on emissions , how long before all the town councils put this charge into practice, we were all told that diesel was the green fuel by the goverment of the day and now we are going to be penalised for owing diesel cars  i for one could not afford to pay for a new diesel car at £30.000 to pull my caravan and think of the people who have spent £60-70.000 on moterhomes  I think the goverment should be ashamed of it self i do, i own a vw touareg 2.5 tdi that was £31.000 new which will be worth nothing if this comes in because we wont be driving through towns and cities in cars and moterholms if we have to pay £10 from what i understand bristol will be the first outside london to introduce this charge what are your thoughts and is there anything we can do about it as member's, by getting the caravan club to start a online petition so i would think twice before ordering a new car or m/h if it hasn't got the 6th generation diesel engine because the car's we are driving round in, apparently are churning out deadly pollutants
