Lane hogging or not?

I believe there is a development, where cars in the middle lane can be fined for Hogging. My belief is that the most dangerous manoeuvre when on a three lane road (eg a motorway) is to change lanes. So will the risk of an accident increase? Here is my dilemma, if I am driving at the speed limit in the middle lane (not towing), there is plenty of room on the fast lane for those wishing to 'speed' past me, and there are a few cars in the slow lane. Will I be prosecuted if I do not keep moving into the slow lane? Or would the police concentrate on apprehending those passing me that are breaking the speed limit?
