Is this scaremongering?

Today I received a letter from United Utilities stating that I am responsible for any repairs to the underground water supply pipe work from my boundary to the internal stop tap, also obviously all internal pipes. They then go on to say that without their insurance protection the cost of replacing a five metre segment of pipe would be £1,165, and the cost of repairing a leaking internal heating pipe would be £172. The cost for the first year of insurance cover is £12 and the second year is currently £51. I can carry out most internal repairs myself but the outside pipe is much more difficult.

I consider these to be scare tactics. Do any of you get these letters and have you taken out the cover?Undecided
