Is it just me, or are standards slipping?

I received a message in my email box stating it was from my insurers. After reading it, and knowing it was valid, all was o.k. However, looking at the spelling and grammar, it would have been Deleted User as a scam normally.

Is it me, are standards slipping or are we to accept this taking into account that we have so many immigrants working here.

I am not being prejudice, I am just wondering?

This is an email I received from my insurers to confirm my claim:
