I wasn't aware of this until yesterday, when there was a phone in debate of Radio Two. ( Please don't move this into Pets, it's more of a general rant than a pets discussion.)

The Highways Agency are saving a few quid, by not bothering to try to identify pets found dead at the roadside, despite pet owners being encouraged to have their animals microchipped.

I suppose it would be a different story if a stray caused a mutiple pile up.

We listened to the phone in in disbelief. Most of the callers were of the same view as ourselves, that this inaction by Highways Agency is callous in the extreme.

However, we were enraged by the final caller, who sounded like an elderly woman, not that that is particularly relevant. She had no sympathy for the pet owners at all, her only concern was that the pet SHOULD be identified, so that she could be compensated for damage to her vehicle.
