Cycling on the pavement

Anyone see this story, reported on breakfast TV the other day. I'm normally not keen on sharing the pavement with cyclists, but this was ridiculous, and folks could justifiably ask why wasn't PC Dibble out catching real criminals, like mobile phone using car drivers.
