Why can't CC members tell the time?

I am currently at Chatsworth with its notorious access. It clearly says in the handbook not to arrive before 1 pm. This instruction is clearly signed at the entrance to the site - YET  on returning to the site at 12.40  and expecting to be ensconsed in my caravan before today's new arrivals there were at least 9 outfits queued up on the road blocking access!!  It can't all be the fault of the education system failing to teach them to read!
