Wardens Siteing Caravans on pitches

On the Thread about should CC sites have metered electricity Peedee made the following comment: 

"Have you not seen that the club already provides non electric pitches " Economy Pitches"

Yes on very few sites and these are usually grass in a poor location. With the clubs now apparently saying they won't assist or cannot assist with towing off, no thanks.

Have I missed something? I was at a site (I think in Devon) about 3 years ago. The site had few hardstandings and the grass areas were waterlogged. The warden only permitted those with 4 wheel drive to site their own vans. The rest were towed on by the warden with his tractor.
