Wardens please apply rules fairly

On several occasions during CC site stays, when I have informed Wardens I would be having a visitor they have told me only one car per pitch so please use the visitors car park. I think this is a good idea as it reduces the number of cars driving around the site especially as some visitors are not site friendly as to need the low speed on sites etc. What annoys me is the members who disregard this rule and the wardens who plainly see, whilst working around the site more than one vehicle parked on a pitch and choose to turn a blind eye.

Exercising dogs on site, vehicle speeds, children riding bikes around facility buildings are few of the rules disregarded by some members.

Should we have a system whereby members can report fellow members not following rules, (noting pitch number and car reg). The rules are there for everyone's benefit if we do'nt apply them whats the point of making them in the first place.
