The witching hours....

Hi all, we are planning to go to a Club site end of October, this coincides with Halloween for which in the past we have always been at home for.

Now our two to do trick or treat, but only in the direct vicinity of our house and go accompanied. So my question is whilst we can decorate our van etc does this indicate the same as houses i.e. those homes with no Halloween decorations are not to be called on, but those with decorations are a free to be called apon? Whats the score on site? They wouldn't stay up late so we can assume it would not be beyond say about 8pm or 830pm.
