Standing in a pitch to claim it!

Hello! I'm a fairly new member and this is the first time I have posted.. Here goes.... On a recent trip we arrived at inclebro fields it was busy with a few remaining pitches, levelling blocks required on just about all. We drove around and saw a caravan reversing into a pitch, we passed them and around the next turn there was another empty pitch with a lady and child standing in it - no caravan in sight. - my hubby wound down the window and lady said this is our pitch my caravan is on the way round now whilst talking to her husband on the mobile (to tell him where the pitch was). We circled the block again and the caravan which was reversing into the first empty pitch was now moving off, it seemed the lady was his wife, they had claimed the first pitch then she had wandered off to see if she could find a better one! This meant that they were holding both pitches whilst deciding which to occupy. Is this practise allowed ??, I for one would not have the brass neck to do this!  Fortunately we managed to get on the first pitch( as they chose the second) But it seems a little unfair the next time she may well decide to walk in to the site from the back of the queue and take her pick!
