Dogs, Doggss and more Dogs not on leads

Time for a moan. We have just come away for a relaxing weekend at our favourite club site only to find at least 3 dogs not on leads while my old dog is always on his tether. there has been a kerfuffle between those not on leads and people walking past with dogs on leads. Why oh why do these people think the rules do not apply to them. I'ts quite simple if you want to join the cc then abide by the rules. it is not as though you have to imprison your pet, just keep it restrained. If they wont comply then they should be made to leave the site or even the club
