The shortest route from Abergavenny would be via the A465, M4, A48 and A40. However this does require quite a bit of up and down and is also subject to major roadworks, new section begun between Merthyr and Hirwaun. Better to stay on the A40 (London to Fishguard) road, through Abergavenny, Brecon, Llandovery, to Carmarthen then on to Fishguard. Slower more windy but less climbing.

No problem, I did wonder about that climb up out of Fishguard however the A465, Heads of the Valleys road features a 5 mile continuous climb of 1000 ft between Gilwern (Abergavenny) and the highest point near Brynmawr. There is another steep climb from Merthyr Tydfil to Hirwaun. But downhill from there to the M4 at Neath. The A40 route does have a few hills but nothing to worry about. Hope my local knowledge helps. Have a safe journey.
