What is the clubs minimum standard for a CL

l ask this question has we stayed at our first CL which had hook up and toilet facilities, no Shower.

How does the club inspect and reach a decision that a CL complies to the Club standards, eg CL with a toilet does the CL owner need to provide a Hand Wash basin, does the toile needt to be cleaned once a day like club facilities, or are the CL's not expected to be on a par with club sites.
