Owners' dogs on CLs

We returned from a weekend away on a cl this morning, my husband went out yesterday to walk our dog and the owners 2 Jack Russells came over and started to nip at the legs of our dog.  First of all he tried to shake them off, never once tried to bite them. Then he had had enough and went mad grabbing one of the dogs by the shoulder they both at that point ran off.  The owner seen it all and did appologise, but we do think that they should be kept off the site.  Our dog is a Staffie.
