Fresh water supplies at Certified Locations

We have a motorhome and usuallyy use a Heoswater Blue connection to connect our food grade hose. This is great on CC sites, which all have proper Hoselock connections on the taps. We also carry a selection of adaptors for other types of taps. Despite this, we have visited several CL's where we are unable to connect our hose to the tap. Some have even had taps that have to be pressed constantly to get water. These have been sites supposedly suitable for motorhomes. Are there no regulations stating what sort of taps there should be?
