Do Inspectors visit sites in July and August?

We have just returned from a lovely short holiday on a lovely CL on the Devon/Dorset border.  We can only book at very short notice so in case we can't get on this CL again in future, we toured around to see what other sites in the area were like, within a 10 mile radius of where we were staying (and there were many!).  I was very disappointed to find that most of them had over 5 vans on.  When entering a field, I expect to see 5 or less and not be told  "well that one is storage, that one has someone living in it, that one is empty and the other 5 are CL members!" or "this side of the field is the CL and this side is private, which is why I have 10 vans on!".  Do the inspectors ever visit CL's in the summer to see this happening?  I was even told by one owner that his inspector knew he had more than 5 on most summer and was just told "to be careful".  Our inspector calls on us in the spring and will never catch us out as we don't ever have more than 5 vans on but it would be interesting to see what would happen if inspectors did call during, lets say, the August Bank Holiday!  It would also be good if the inspectors knew the rules too and all "sang from the same songbook!"
