CLs vs CSs

Having spent many years on and off as CC members, we have recently started exploring CLs. We have stayed on two very nice ones this summer.

To spread our wings wider we, for the first time, joined the C&CC and tried one of their CSs this weekend. We were horrified. Up to 15 vans/motorhomes plus 4 or so tents on a site which is supposed to be limited to 5 vans and 10 tents. No where to empty grey waste and nowhere to leave rubbish. We were told to take take our rubbish away with us because "the owner doesn't like bins"!!

I have a couple of questions: would such a state of affairs ever exist on a CC CL? What are the minimum standards for a  CL on the CC network: do they have to have a grey water emptying point and rubbish bins or are they not compulsory. 

Finally anyone who is also a C&CC member, is this typical of CSs? If it is it will be the last time I shall be using them and I shall ask for my money back from the club.
