towbars and rear impact beams

Just had a towbar fitted on my Mondeo. The fitter told me a towbar had been removed and the rear impact beam beneath the bumper had not been re-fitted.When the original towbar was fitted the beam should have been given to the owner.Without the beam the car was illegal and a rear end shunt would have caused serious damage.I bought the car from a main dealer about 10 days ago.

They admitted removing the towbar and offered me the old towbar instead of a new beam.I'm not going to accept it.They also mutilated the wiring by chopping through a live wire and blowing a 40 amp fuse in the boot.If you're getting a towbar fitted ask about the beam and if its been removed.
