How does this get round the towing regulations?

Because it is obviously intended only to move a disabled vehicle, just like a breakdown truck, it doesn't have to meet towing regulations. Even if the towing vehicle weren't a motorbike, but say a pickup, it still wouldn't meet towing regulations.

Yep, it’s a Dollie type recovery unit and only legal for short distance recovery. It's a darned clever arrangement for the purpose. 👍🏻
