Who's Job is it anyway?

We store our caravan and pay £440 a year for the pitch. As we are going away shortly, we went to 'spring clean' it. Although it has only been back there since the Whitsun break, you could not see the gap at the bottom of the  caravan, for stinging nettles and other robust weeds. It took us an hour to hack them away then there was nowhere to dispose of them. We were ill prepared and so ended up with a variety of stings. 

Is wrong to expect the hirers to spray the area with weedkillers?
