Bubbling paintwork?

Hi, we are about to buy our first caravan (Elldis Typhoon year 2000), from a dealership, but have noticed some bubbling on the external paintwork (near to the front window). We asked the dealership to check this out (they also service caravans) and they said that it was fine and they wouldn't do anything about it. 

My worry is that they are fobbing us off and it's going to become a costly problem further down the line (even though we've negotiated a 1 year warrenty) and would appreciate your advice before we complete the sale.
