Torque wrench and Mayday!

On pages 101 and 102 of the latest CC magazine John Wickersham talks about punctures and changing the wheel.  On page 102 he makes reference to using a torque wrench and then re-checking after 20 miles etc.

The CC's approved breakdown recovery organisation is Mayday who it seems do not carry torque wrenches and just use brute strength to tighten up the bolts on an alloy wheel. 

Surely there is a danger of the operative over tightening the bolts causing them to work loose at a later stage? 

As the approved breakdown contractor for CC members, shouldn't the CC ensure that all Mayday operatives carry a torque wrench with them?
