Direct Debit Free Site night voucher

Why doesnt the C.C. look at the sites you have used and offer you a free night voucher for these sites, I have just received a free night voucher but do not use the sites listed as most are to far. Mostly throughout the year I normally go to Clumber Park or Chatsworth (mostly Clumber Park there most weekends) just seems it would be more useful to give a voucher for sites you use..... what do you think?
