The other member

I got my new membership card delivered today. It says member on the card but I don't have full access rights to the website. So my question is how do I ensure that I am a centre member I want to have the right to speak and vote at our centre Agm. 

Secondly I don't know but I would suspect that in the majority of main members are male. Therefore isn't giving less rights to the second member a form of indirect sexism?
