Safety on Club sites

Just returned from Littlehampton club site and have an observation on safety on Club sites. The new pitching rules were strictly and rigidly enforced but children bikes and scooters were all over the site (school half term week). I have no issue with children on site or the riding of bikes but if the Club is concerned with safety why is it not putting more effort into enforcing rules on speed and direction. The ones going way too fast were mainly older children on bikes also completely ignoring one-way system. Young, unsepervised, children on scooters were also "an accident waiting to happen". I had one come around a corner the wrong way and nearly ride into the front of my car (which was going below 5mph). I think death or serious accident is much more likely than fire spreading between units but all the changes are about pitching to the peg.
