Do wardens reserve pitches?

I've read some reviews and found the following

Some CC members are saying wardens are reserving pitches and in some instances placing notices ' reserved by warden'.

Also wardens telling people queuing to leap frog members paying and go stand in their chosen pitch.

And why are members allowed onto sites before the said arrival time. If its 12 then thats the time.

Just thought I would start a discussion regarding this and see what your thoughts are, also would be good to get the Clubs response, because as members we all should have equal rights to what is available and all sites should be run the same way.
