Winter rallying

Do you think there should be more rallies in the winter? Should there be one every weekend like it is in the summer?

The reason why I ask this is because I notice that some centres if not all centres reduce the number of rallies in the winter. I can understand that winter rallying may be considered more restricted by the weather. For example, you might not want to get your barbecue out in freezing conditions. Nevertheless, social activities could take place in a village hall.
