What are Rally Fees for?

What started out as an £8 per night rally ended up costing £23.65 for two nights!  This of course included the dreaded VAT, but in addition there was a rally fee of £2.25 + VAT  and an Admin fee of £1.25 + VAT. There were a couple of competition prizes and raffle prizes to be bought, and a certain amount of stationery for the welcome letter, competitions etc., but £3,50 worth?  There was not even tea or coffee at Flag!  From the point of view of younger members, with families, who may be working to a tight budget, would it not be better if the full cost of the rally, including these extras, were outlined in the rally book?  Are the marshalls expected to spend the whole of the Rally fee, and if there is a surplus, where does it go?  I am asking on behalf of another CC member who was on the Rally, because I have no answers for them.  Hopefully, someone else has.
