Cancelled rallies and fellowship

Hi people, I'd like to pick some brains please - in our centre it has always been the practice (at least for the last 7 years that we have been members) that, if a rally is cancelled by the landowner and we were booked to attend, if we paid for the rally plaque then that rally counted towards the 15 a year needed to qualify for "fellowship" - in other words once you had "attended" 15 rallies you were given a fellowship voucher, last year of £10, which could be given in part payment for another rally in the same year.  I understand that rallies have had to be cancelled because of the weather, but apparently in our centre the aforementioned no longer applies.  Do other centres have similar schemes, or was this one just run by our centre?  And if other centres had such a scheme is it running this year?  I look forward to hearing about this from other ralliers.
